He was the younger brother of the Eighth Earl of Derby and he emigrated from England to Maryland in 1653. He became the Surveyor for the Lords Proprietors of Maryland and served in the Lower House of the Maryland Assembly. In 1689 he was Captain of a Troop of Horse in Talbot County, Maryland, being promoted to Major in 1692. He dropped the English "e” from his last name.
