Harlow Mills was born in Spokane, Washington, but while young moved to Pasadena California in 1925. As a youth he won a scholarship to the Curtis Music Institute in Philadelphia which was renewed for 4 years, then went to Italy to study under Rosario Scalero. He then finished his studies in violin at Pasadena City College. He then became professor of composition, counterpoint and orchestration at Whittier College, during which time he married Elizabeth Morgridge.
